This question pertains to my playbook only having man plays and no blitzes.

If you leave nothing but 0 for every box in Basic Definitions & Tactical Settings, will the sim choosing 100% randomly from only the plays I have selected for my playbook?

Yes, the only plays that can ever be called are the ones in your active playbook.
