My team's next ladder game is against another team in my division. Is this new or have I just not noticed it before?

happens...very rarely, cause there is a code to prevent it, but happens.

I've played Andes and Hawaii a few times in ladder each season I've been in their league.

Matchmaking needs to be DRAMATICALLY improved... I think I'm playing Salty Runback for like the 10th time in my last 15 ladder matchups or so

It's because matchmaking is based on a set of fixed rules rather than a heuristic process which just tries to maximise (or minimise) a set of criteria. Basically means that the edge cases are handles poorly.

That's the top of every tier.

And, at least you have a chance to play for #1. Yorick in sophomore is stuck playing teams lower ranked than them which makes ELO higher risk, low reward while the #1 team gets to play bad seasoned teams for higher potential ELO rewards. This means it's possible that no sophomore team will ever get the chance to get to #1 because while the top 7-8 teams are all very close in skill, the #1 team is protected from the others by the ladder setup. So they'll beat each other up, and #1 will just coast along.

yeah D'Hara just got Nebraska for the 7th time this season. They are something like 7/8 spots behind us in total rankings, VS who you are playing is only 2 spots ahead of us.

No reason Yorick shouldn't be playing the Stunners, and VS and D'Hara should be going at it

yeah it's really lame. the #3 and #4 are really really close in ranking, but can't play each other...maybe if we win and you lose we can get one of the final ladder games
