Should be allowed to cut under 36 in the offseason!

Outside of some weird "can only sign superstars while over minimum roster", not sure how that dilemma can be avoided. And 20 superstar teams is something we don't want.

Only way you could do it is to have rules. Like must always have cap space to fill 36 players
