Can you re spec in the off season, if your still under contract or do you need to be released from your team to re spec ?

Sounds confusing but I noticed that I can add points right now, use the respec, and get everything all back still. My understanding was the respec gives you everything back from the last tier only.

It is last season, till rollover to season 6.

you can simply retire them and build another.
