I realised that my QB seems to have very low caps for the passing skills, high 50's and low 60's. I didn't go for the trait that lowers caps but I did go for scrambler. However all my pass caps are low not just those two. My build is open so you can see, but is there any way to raise the cap or have I screwed up?

Your caps are mostly governed by your attribute choices. If you wanted more pass technique, you should have made your player with more confidence and agility. More accuracy, agility and awareness. More pass power, strength and confidence. Pass consistency, confidence and stamina.

Yeah, you made a typical rookie mistake of not knowing that you can lower initial attirbutes as well as raise them, thereby freeing up more point in key areas. And your traits are kind of screwed up if you wanted to be a passer. Your guy is really a bit of a mess unfortunately, and there is not much you can do to fix him IMO.

What everyone else said but with one more thing.
Since he's a rookie, you can have your owner release you from your team, retire the guy, and make a brand new one using the experienced checkbox to get right back where you are now simply by checking the experienced box when you recreate the guy. Then have the owner put your new guy back on the team.
The downside is that you lose all your stats so far, so you should prolly decide if this guy and that team are long term for you, or if you're just going to dump him after spending a full season learning and then make a new guy next season.

If you get three cap boosters over the course of your career (for flex I'm assuming, not sure) wouldn't it be wise to plan around them? IE let's say you get 5,5,5.. would you want your Best Stats to be right around 85? Am I understanding this correctly?

A cap booster doesn't raise ALL of your caps. It only raises the cap in one attribute.

also there is lots of discussion about what you want your best stats to be
and its basically position based
like a QB really needs his accuracy to prolly be higher than 85, maybe 100
a bail out TE needs a CiT higher than 85
but a LB may not get even one stat to 80 because of how much he has to spread points
its very dependent on your player type and your role on your team
and yes, you should be making your builds with your cap boosters in mind, for example stamina has an affect on other stats but if you start with low stamina and high other things only your conditioning will be too low so you can plan on making a guy with stamina too low and using all your cap boosters on conditioning
or you can make a qb who has low str and therefore low pass power an plan on fixing that with cap boosters
