I know to go to their profile and click the recruit button but when the page loads I can select what salary I'd like to offer but when I click on "Select a Team" their are no teams listed. I do own a team so that isn't the issue. ]

The players you are looking at are, for some reason, ineligible to play on your team.

You have a rookie team, so you need to find rookie players, with 0 games played, and you can recruit them to try to bring them in. Anyone who has played a game (and thus, has XP) will be inelligible to join your team. After game 1, you can sign players with 1 game of XP (and so on - but you can never sign someone with more XP than your team is supposed to have).
