The main reason is to give owners time to resign players without penalty, and to easily find them if they didn't sign in time rather than trying to hunt them down.

You can cut players you don't want.
You can only cut to 36 players because allowing people to go below that creates all kinds of issues. If 36 is the minimum, what happens if they cut everyone and sign 20 superstars? You can't autofill to 36 at that point because even CPU would put them over the salary cap. Just let them stay over the cap? Or make them forfeit games, and rob opponents of stats?

Auto-fill the rest of the team to the minimum with $1 salary CPU's with 0's in all stats

It's supposed to be available during the offseason or any time while on a CPU team...apparently it's not, though.

You could also, (If you have a team) sign the players from the one team, put them on your team then cut them.

ah, yeah it's not working. i can retire my dots on cpu teams obv, but the ones on expiring deals for human teams still get the big yellow message.
