I am a GM on a team that made the playoffs and also a team that did not make the playoffs. We are now in the first day of the offseason and the non-playoff team is able to sign players while the playoff team cannot, is this intended?

I took a look at the End of Season/Offseason FAQ and didn't see anything specifically about there being a difference between the two regarding being able to sign players. I did notice that the description of the "playoffs" was "Playoffs start on day 43 and last 6 days," so does this mean that day 49 (the first day of the offseason) is also considered the last day of the offseason? Is that intentional?

It just takes a little while for all the flags to get cleared and such today, after all the teams get shuffled and whatnot. Everybody should be able to sign now.
