also CBs cdon't have a elusive running/power running attribute, so assuming that's really low also, like carry grip

I would think elite CBs focused on returning will still fumble a ton and wion't be ideal in the return game... from what I've seen HBs are the best position to have returning kicks/punts

I built a speedy CB return specialist this season (because as a true rookie, I didn't know any better).

He managed a TD which was cool, but overall, I think the lack of elusive running and running-buff SA's is just too much to expect anything more than average.

side note: he makes an excellent blitzing CB if I ever play a team that runs slow pass plays out of 5 WR sets

No. It is not possible.

WRs or HBs are your main returner options. TE and FB are possible with the right builds. Any other position is a waste of flex.
