So if top rank runner up. So that mean we could have 3 team from 1 division? Or is it evenly spread like 2 team from each division?

Each Division winner get's a spot with a single Wild Card awarded to top ranked runner up of the 3 Divisions combined to make up the 4 team play-off.

No. The winners of each division are seeds 1,2 and 3. The second placed team with the best record gets seed 4. Only 4 teams make play-offs.
