Currently when a QB scrambles everyone goes into block mode immediately. I'm suggesting that we use receiving awareness as a way to adjust the reaction to scrambling. Much the same way it's used to react to passes currently.

Maybe when the QB crosses the LOS the OL go to run block mode..

just make it a PBA check every tick until they pass at which point they switch to run blocking

So, receivers have to pass a receiving awareness check before they switch into run blocking (shouldn't be too tough since they're looking at the QB...) and linemen pass a Pass Block Awareness check (should be a little tougher since most times the linemen aren't watching the QB).
I like that.

The other thing that would work into this system, is when a qb 'sees' a play with 6 blitzing and the wr 'sees' it as well, the WR's route could become a hotroute

This would be great

This. I would actually just like to see it a little different:
I have no problem with heavy blitz D, just repetitive heavy blitz D. We would get alot more diversity in gameplay if we penalized certain aspects of repetitive play:
For example , run the same blitz package more than twice during a game and
3rd Time: QB Receives a small bonus to pocket awareness and pass awareness
4th Time : Larger Bonus and receiver receives a small bonus to receiver awareness
5th Time: Both bonuses get larger and so on and so on
By the 8th Time the bonus should be in the obscene range (say 200%)
Conversely, an offense running the same rushing play more than twice in a game or receiving play more than 3 times, defenders should get a progressively larger bonus to man awareness, zone awareness, blitz awareness, pursuit, break run block, etc...

There already are bonus's. Energy and Morale.
Yeah, but if a team is spamming a play then energy and morale of the team being spammed goes into the crapper. I think the idea that bonuses/penalties beginning after the same blitz is called 3 times is a bit over the top but the QB/OLine should begin to adjust if said blitz is called 100% of the time against certain formations.

Blitzing causes energy. If you beat the blitz over and over that causes morale drop. If you don't beat the blitz your morale drops.

I just personally hate the "you must use so many plays because integrity" argument. Why does the game have to make you better all the time?

I think if it was brought more in line with the rest of the plays through fixing the blocking logic then we shouldn't have to worry about running plays over and over.

The nature of games like this is that some plays are always going to be better than others. You have to also remember that builds aren't even remotely fully successful yet as well. There are tons of things people can do to counter the success of some of the blitzes.
