No. The wouldn't make anything fun. That is only short term fun. Long term enjoyment is growing rivalries and seeing who can beat who every season in the same league.

Ya you play different teams through Ladder games. Staying with a group promotes rivalries. That is the best part.

Already happens to an extent. Every season there will be some teams fold. The leagues that have the least number of teams left get dissolved and moved into other existing leagues. Most people actually like the idea of leagues staying together so rivalries can form.

Also, you play different teams generally in the ladder matches so you already have random games going on that aren't in your league generally. Like Bhall said as I was typing up this post.

I want to stick with the teams I'm with for a while. I remember some good times had in the league forums as one of my GLB1 teams was working it's way up to OPL - made a lot of friends with formal rivals that way.
