Not based on players skills, but based on how much success they have in a certain "scheme" aka under their respective coordinator. When a new coordinator takes over everyone he manages starts with a 60 overall, and that number goes up/down based on average performance. This is mostly for bragging rights and the only in game effect it will have it making it easier for coordinators to identify key players, which is already pretty easy anyways
