Warrior General Games

Im not building him as a pass rusher, i want him to stay with the receiver. Is this normal, or a bug, or whats up with this? Do i need to add to a skill to keep this from happening? I'm stumped. Out of all the plays ive seen him in, a few dozen, over half of them were like this:

The defensive coordinator of the team has plays where the CB blitzes.

He's blitzing because coach said BLITZ
Defensive play calls are all blitzes for CB3
