If you click the "matchup" button for someone in your own league, the rankings it gives at the top will be out of the 12 teams in your own league. If you click the "matchup" button for someone in a different league, the rankings it gives at the top will be out of the 24 teams in each of your leagues.
AS to the OP, preeeeeety sure that they are all the same sim. In GLB1 chem "supposedly" didn't impact the game in scrims.
AS for ladders and leagues, I would assume both are identical... scrims may ignore chem, may ignore heart bonus from contracts... there was no official word on this from anything I have read (and I've read almost all of it).

I don't click the button very often. Usually when I do, it is with a team that is in the top 5 in most stats. So when I came 'cross one that was higher than 12 (there being only 12 teams in a league) I decided to investigate if it was a bug or if it was comparing all teams in both leagues.

Ya scrims are definitely different. Even on the server you could tell a huge difference in play between scrimmages and our league/ladder games.
