Team and individual settings. Could be a slider or be based on skill points, but I think I prefer a slider.

Tenacious would increase a bonus for some skills, depending on position (i.e. agility, snap reaction for D-line or interception skills for DB's) but at the same time increase their chance of being called for penalties.

If an opponent is a passing team with the league leading QB, for example, the DC may move the slider deep into Tenacious (or whatever name, maybe Aggressive). This would have the likely result of more hurries and sacks but also more offsides penalties.

If an opponent has a very good pass-rushing DE, the OC could risk more holding penalties or false starts but the benefit could be a bonus to pass blocking.

Both OC and DC could set these sliders by position type.

QBs more likely to avoid sack if Tenacious, but also more likely to throw into coverage or throw long.
WRs more likely to push off the defender for a bonus to catching in traffic, but also more likely to draw an offensive PI.
ST return side more likely to block punt or cause a fumble/poor punt (intimidation) but also more likely to draw a penalty for offsides or roughing the kicker. If return is set to tenacious, more likely to hold blocks longer for better return chance but also more likely to get caught holding.

Individuals can make their own settings (privately) and the coaches can make position category decisions (o-line, receivers, backfield and d-line, linebackers, DBs).

I know it would take longer than many suggestions to implement because of the increased need for penalties and the testing, but I think it would create another level of fun, especially for the coaches.
