I HEAR THIS IS A BUG, AND THE DEVS ARE WORKING ON IT. JUST WHAT I HEARD THOUGH. Will wait and see.

I made a QB because I like QBs and want to play with a few ideas I got running around my head.

All these teams have a CPU QB (this is just one league)

Who's bright idea was it to make CPU teams that do not send contract offers?
Let's see here,
1. Players can not get on a team because not enough were released
2. GLB makes new CPU teams so people can give them money and in return play the game
3. GLB makes the CPU teams not send contracts to the most expensive (read: largest profit) players to create.

This is just another shining example of GLB's business prowess.

I made a player with the full knowledge that there were open spots on CPU teams, Boosted, and now I can't get a contract.

I can't even get my flippin' money fully refunded.

If this is not a bug it has to be up there on the list of GLB facepalm fails.

Apparently this is working as intended. I guess it is off to suggestions.
