This was my best shot. Put 10 into Speed agility even Stamina. Made him short, light and gave him some traits to try to make taking speed up even faster. Still got 9.
If I put all 5000 skill points into sprinting though it can reach 28

When your max skill is like 70 or 80, not sure why anyone worried about 9 or 10 to start.
