Clearly a bug. This is one that actually makes sense to report (even though its minor).

maybe a rare combination of events where SA fires but tackle isn't broken (as we sometimes see on the last tick of replays when a tackle is made), but in this case the tackler was dragged, and then the ball carrier shed the tackler, meaning the broken tackle had nothing to do with Power Through?

Power thru > broken tackle > Sure Tackler fires > reg broken tackle. I see spin,PT etc. firing sometimes but no report of it in the log, usually the guy who it fired against makes the tackle on second attempt but in this case its the same just that he missed the tackle on both attempts so the PBP only reports the second one.
