ST gets behind the person responsible to block him with, then stops at the 33 before the kick is caught and waits to be blocked
(watch CB Dedrick Lavender on inside most position of the kickoff team)

I have a feeling there is an interaction going on that we cant really see in the visual playback.

This is the same issue we see all the time. If the ball has not been recovered yet, the coverage team will stop at about the 30-40 until the returner has the ball. It's to prevent over-matched teams from not getting a chance to play offense at all.

Verified not a bug.

Well from all of my understanding.

The Kickoff team is supposed to stop to give the Returner enough time to get to ball.

Kind of the same deal as when the Kickoff team stops when the Returner doesn't get to the ball in time letting it bounce.

In this case its such a long kick off that the Kickoff team reaches the 33 yard line and stops, which seems to be a widespread thing as I think it's the threshold for where they are supposed to stop.

I think this is working as intended. The second replay looks fine to me as well.
