My guess is they simply ran into each other, but before we can call it anything we would need more replays of it happening on different teams.
Knowing the vision of both CB's involved would be useful as well.

I'm pretty sure it's possible for a pump fake to occur without the graphic showing on the screen. Dots freeze like this from time to time, and it looks a lot like a pump fake does.
