Look at this game http://goallineblitz.com/game/game.pl?game_id=1446262&mode=pbp .... with 37 seconds left in the 2nd Q on their own 11.5 yard line with 3.5 yards to go on 4th down the Swashbucklers fail to punt and attempt a pass and the other team takes over on downs .... the other team scores ... Swashbucklers get the ball back and run 3 downs on the 20 yard line with no progress and then AGAIN fail to punt on 4th down with 10 yards to go ...

the OC checked the OAI, I checked the OAI and the HC checked the OAI and ran tests and there is nothing there that would have caused this behavior... it is the same AI we have been running and this hasn't happened before ...

From the teams point of view it didnt matter much that we lost this game after basically handing the other team 10 points but if this happens to some team in the playoffs you will have some very angry folks ... so although it isn't going to benefit me, I thought I'd let you know that this s HIGHLY likely to be a bug in the sim

Regarding the first example at 37 seconds, I checked and tested the AI as well, and while I found no combination that could cause anything but a punt via running the AI tester, I did notice that you had the "Call basic tactics run/pass plays (do not kick field goals or punt) when there is no match to my inputs. Use with caution!" option checked at the top of your O AI page.
While this is normally not an issue if all situations are covered, it is risky to use unless you are 100% sure all your bases are covered. Coupled with the fact that .5 yard distances are part of the equation (both the ball spot and the distance to 1st down) I think this is where the problem lies.
On the second example, again the AI tester showed nothing out of whack and no .5 yards mucking up the equation this time.

Then I got to looking at the plays called on those "should be" punts, and Slot Deep Cross was called on both occasions... and I had noticed that utilized in your 2nd, Quarter 2 input.
Is it possible that before the game that input was set to 1st through 4th down versus 1st through 3rd? The rest of the input matches both scenarios otherwise to a T.

I'll keep myself on as a GM until I hear back from you in case more digging needs to be done.

anotherlawyer is the GM who set the AI and he says he changed nothing except %'s for the next game ... I believe him and I did look at the AI (as did swartzgraf) immediately after the game before I reported the bug ... and as I said Swartzgraf ran tests also ... so it was not the AI settings ... we have no reason to lie since the game really made no difference (we were out of the playoffs anyway) and I will be retiring the team at season end .... just reported it so you guys would have a chance to head off some trouble and prevent it from popping up somewhere else ... the "no match to my inputs" would maybe make sense but there is a punt on 4th in the AI and we have been punting on 4th ... there is a 4th and inches play that could trigger but the plays are all to the HB and that didn't happen, no to mention the yards to go was 3.5 and 10 ... I guess I would have just written it off as "stuff happens" if it was just the one play with 3.5 yards to go but the play from the 20 with 10 yards to go made no sense ... and you will notice in the game that every other time we do punt on 4th down ... well not my problem thank goodness

you can stay on as GM in case you want to look at it again

None of the other teams I OC are set to throw on 4th down at the end of the half, and none of them have AFAIK. I have different scenarios for 4th down late in the half between the 50 and opp 35 depending on the team's dots, but otherwise I use the same base for each version of my OAI.

I believe you, it is just that sometimes there are a few hands in the pot so to speak so I had to make sure. Just odd that the same play was called both times when according to the AI it should have punted.

I will mark this as likely a bug and see if another CS mod agrees.

Thank you ... I will hold onto the team until it expires naturally on day 41 so you guys have time to look at it
