I havent spent any of my sp yet. I plan on spending it either the begininng of this season or next. Any ideas where it should go and when? I have 66 SP btw

Now and drive speed as high as you can. There is no reason to save SP so much you should have capped it a long time ago to take advantage of ALGs

Well there's no need to spend the SP right now as he won't be leveling until day 1 of next season at the earliest. I would train speed on normal for the rest of this season, then when next season starts, figure out how many trains it will take to get it to about 90% trained. If you would have enough days left over to train it up a full point, and then back over to 90% before you level, do that. Then, before your next level, spend all of your SP to raise it over 68.
