Does this work against all defenders or just ones that are stronger?

This player has a high pain tolerance. The Absorb Pain skill gives him the ability to take punishment from defenders without flinching or losing morale. He also uses less stamina to block defenders.
This makes me think all.

This skill is very important when playing against big, powerful defenders.
This still makes me think all, just more important against stronger defenders.

Additional Levels: Reduces morale and stamina loss when pass blocking stronger defenders
This makes me think only stronger defenders.

I am pretty sure it only works when the blocker loses a blocking roll but I am not 100% sure.

it would be nice if this were clear. Poor planning by the devs - they should come out with clearer language and allow us to repick our Archetype SAs

You might also question if it only works when passblocking as it seems to indicate in the final sentence.
