13 is where u get diminishing returns I believe.

Anything over 10 has diminishing returns. More is always better though.

11 is plenty imo.

My level 23 LT now has 3 piece's of Protector gear. No more shopping for me.

I think 11 w/ 1 or 2 pieces of +Hold Block % is better than having 15 or 20 Protect.

You can never have enough Protector.

Three pieces is going to be difficult to maintain. Secondly, you would be better off with just one piece and using the other piece for something else.

3 pieces is fine to maintain. If you collect enough BTs one piece might not be fully upgraded but they dont need to be maxed out to be miles better than normal EQ. Not many teams can even afford to fully pay for EQ either.
