DE- My old DE used to be used as a KR. Originally he was there for exp, but they kept him there b/c he did well. Fumbled lots tho

C is terrible, they are slow as shit and get no speed gains.
(my C's have never returned punts, but have been on coverage teams. They sucked. Badly)

Ideally neither.
I wouldn't build either position specifically as a returner when there are much better options. If for some reason a team's best options are a C and DE, then I doubt it really matters because they're probably in trouble no matter what they do on special teams.

In terms of a peewee I would go with C because you start 23 points instead of 19. Plus the level ups are a little better and ten seasons down the road you will save 3000 FPS. I have never seen either developed later than one season. You still need to invest in speed and carrying if you want him done right. Realistically you are making a power returner with much lower speed than you would get from a WR/HB/CB. The best returners IMO are elusive HB's with no added strength just speed, agility, vision, carrying, confidence.
