It has a lot to do with strength of schedule. Until you play strong teams, your going to be ranked low. Kind of like the BCS in college football. You can crush a bunch of CPU teams and still be ranked the bottom.

Kind of like a few years ago there were a few undefeated teams that couldn't compete for the #1 BCS spot due to strength of schedule. Like Hawaii for example.
