They most likely filled the roster themselves to be able to cut human players.

Game simmed after all other games. I think the reason was that it did eventually auto fill the other positions. For punting during the game, the HAL used 11 different punters due to being Level 1s. Sure wished Bort would think about Locked Leagues so that we always had good competition and rivalries going again like back in the early days of this game.
