I will be in a lvl 28 cap next season and he is at the 68 cap and 60 cap for blocking and agility. This is my first player who is this high so I do not know what is sufficient at this level for strength, blocking, and agility.

I would say up at level 64, you want you OT to be in the 110+ str range. Plan accordingly.

As do I. Blocking 110 is not a bad idea. I have seen a couple of people trying to get agility there. For a LOT, strength doesn't need to be there.
