I have a level 53 RG that I am building an AEQ piece for to replace a current piece of equipment. I'm wondering when I should make the switch.

Here are the specs:
Current piece = +3 blocking, +4 strength
New AEQ piece = +3 agility, +3 blocking, +2 Cut Block SA

So is +3 agility, +2 Cut Block SA > +4 strength for my RG?

A switch would:
Drop my strength from 99.86 to 95.86.
Keep my blocking at 96.5
Raise my Agility from 63.15 to 66.15
Raise my Cut Block SA from 3 to 5

Should I make the switch, or upgrade the piece a few more times first (adding points to strength)?

switch, although it's not the best piece there is.
