I am not sure but I think blocking, agility, and vision are the key skills for a higher pass blocking bar. All the skills seem to factor into both blocking bars but I think those probably move the blocking bar the most.
EDIT:
I just looked at your build. It is kind of early to worry about the blocking bar. The builds kind of get unevenly built then even out in the end. I would say get your blocking to 68 while training agility. Then work to get agility to 68 w/o eq.
