here's my quick and dirty rankings without much in the way of explanation.

1- Waco- until they go down in flames, they're still the best
2- Bel Air- Watch out because they're closing fast
3- Great Plains Reapers- must close those holes on defense
4- Oakland- losing 3 out of the last five is a very bad sign
5- Dallas- showing resilience but still lags behind
6- Spicewood- Rj Stew and the boys are going to make some noise come playoff time
7- Las Vegas- Losses to the majority of playoff teams is a bad sign
8- Noobs- Let's play a game, we'll call it "Where in the World is Scarlet"
9- Scottsdale- going to be competitive next year
10-Hartford- promising beginning, horrible middle, what's next season going to bring
11-Portland- may be the cream of the crop next year with a good qb already installed
12-Mist- good groundwork for a very competitive team
13-Miami- needs some work in the offseason
14-RGB- just give Awooga the damn ball
15-Ambridge- A7W whipping boy goes south
16-Clams- baked and canned.
