Should be. According to the Wiki, we will be uncapped on day 16 of this season. Unless they change something, we will be uncapped next season.

Frankly being left out of the shuffle this season was a bit of a mystery to me. There is no indication one way or the other about the shuffle for next season, but regular progression will put us at uncapped mid season.
