Hmmm looks like the Matadors are going to be scraping to get by love how Bort shuffled this league oh well another season here is not going to kill us, but I think we are going to surprise some teams..

True on the suggested, but remember that according to Bort (and observably true), once you sign somebody within the recommended league levels, they are "grandfathered", and can rise to any level and continue to get full VXP. So far as I know, that is the only disincentive with any teeth to playing "below your level" as a player (speaking of those signed outside of the suggested levels, the 50+ guys). Fame is BS that nobody cares about, and trophy whoring is extremely easy.
I personally have never signed a player beyond the suggested level of the league because I do not want people to take penalties to play for me. That said, some of my guys have signed and boosted to make us more competitive.
And by competitive, I mean that my team is decent but still standing in the shadow of other teams with level 50 players sprinkled liberally across their rosters (I counted a few in our conference). So beating those guys would indeed be something of a surprise as well. You do what you can to survive.
As for you guys surprising people, I have no doubt about it, Bear. I have seen it before, and I fully expect to see it again.

The requirement is to stay between 1-100, the suggestion is to stay between 26-44. I don't see what is confusing about this.

Nothing is. The point that I am making is that the "penalties" for ignoring "suggested" are so small as to be practically meaningless. That clause may as well not even be there. No real penalties. It is analogous to real football, when say your SS takes an after-play hard shot on the other team's WR. Some call it a "cheap shot", but it isn't really. It is the exchange of the risk of 15 yards lost and the small risk of ejection in exchange for the effects of intimidation (which could be a big payoff). A very rational barter to some players and coaches. Same difference here. If Bort really wanted you to keep your fifty-something level players off the team, he would do so.
And as for Ramstein being 6th? I would suggest plugging my team in at 6th, and moving Ramstein somewhere into the top 3. Not to laud or criticize, but just as a point of fact: if your roster was loaded before and you have not had to scrap really hard in the past for your wins, we have no reason to believe your strategy is good enough to carry you against the other top dogs, or bad enough to lose to them. That is the beauty of the game that BearBryant has completely right: you do have to earn it on the field.
I think Baton Rouge lost a lot of respect here two seasons ago by taking a dominating roster into the playoffs and losing. They were shaking and quaking last season over the Strong I Slam Boogeyman even though they were leagues ahead of all the other teams here and could eat my team's Strong I Slam like it was a breakfast at Denny's.
