Well he didnt lead the league in tackles (he was 3rd), and by no means did he put up the best stats (1 sack, 1 INT, and 11 hurries). As others have said, its more a case of Rax being apart of a defense that was on the field longer.
Having access to the Generals and looking at both builds, I can say that I would take mine on ESM's over Rax. So, no I dont believe that Rax is the best LB in AAA#1. Nor am I saying mines the best.

Not even close. Tackles are basically meaningless if you're on a losing team. Great, everyone else missed a tackle and you made a tackle 20 yards down field. Sacks, Ints, and FFs are much bigger indicators of a good LB...
