They can always shift a team over.
If it would be 4 / 2, they always balance it out.

It sucks for whoever has to move though as they lose all their rivalries.

Eh, almost true about the rivalry thing. My team was shifted from West to East and *still* had to play the team that had been beating our @$$ three seasons straight in game 1. They whooped us again, too.
