Im slowbuilding an OT but want to buy the CE now what stat would be best to put in it? Agility?

If you are slow-building the first thing are doing is building up one of your major attributes to at least the 2nd cap. Most likely you would benefit the most by putting the equipment into that attribute. Don't worry about the SA tree until you start building your SA's.
