i didn't think that was true, cause you could get a 60 rating without a dark green bar

One theory (I have no idea if it is correct) is that your bar is at 60 when the blocking formula is in the range 58.5 to 61.5 (as the scouting bars are only accurate to the nearest 3). However, when this formula is in the range 58.5 to 60 the bar is light green, and when the formula is 60 to 61.5 it becomes dark green.
With this, you interpret the dark green change as the time when you are half way between a blocking bar of 60 and a blocking bar of 63.
I have no idea if it is correct though, but to me this is the most plausible explanation.

Bars round at the nearest 1.5 (confirmed)
BUT here's the catch: a QB moves to dark green at 59, not 58 or 60. So.. odd...
It seems the dark green part is still a mystery.

We need the bar formulas perfect then!
