It's a joke ranking, the guy does it as a sarcastic nod to the "greatness" of the CPL. He has 7 of the top 10 teams in all of GLB coming from CPL and he leaves out the Arctic Bay Yetis for some reason, probably because they always beat his team which he has ranked as #4 in the whole game despite only having a 10-2 league record.
I would put exactly zero stock in that ranking or anything said in that thread.

I just bothered to click the link for the "Arctic Tigers" and found that it takes you to the "Arctic Bay Yetis" so I must be unaware of some CPL-joke regarding their name?

Yeah, I saw that post, I don't click on. If you look at how he ranks, most of its based on off the wall stuff, like if he likes a team website or if someone owns too many players on a team etc. He has no idea what he's talking about.
