one of these teams (cant remember) has like a L34 or something HB when all their other players are around L20 or whatever. any idea how that happened?

Dryden was here last season.
It's the same practice that applies to the initial cap, If they are signed at or below the cap, they can then boost past the cap and nothing is wrong. For example, my HB is level 20, after game 1 I'd be 21 (the cap) and then I could boost and be 24 (past the cap).
