How do I best use them? I've tried inside running and outside running but neither has worked. I have two RB's that both have over 60 strength, and the O-line is pretty good.

60 Strength is strong for level 13-15s. It's more in the "hybrid" back range for mid-20s.

One has a strength of almost 70 and another has strength, speed, and agility in the 50's and has vision in the 40's.
