Is playing a CB at the WR5 position going to have a huge penalty? What would be better if I only have 3 WRs on the team?

Doesn't even matter too much, since WR5 doesn't come into the play very often, and your best receivers are more likely to be passed to anyway.

I've seen CBs play at WR, and they generally do OK- anybody with decent speed and catching can get open under poor cover. However, I imagine because of the flex point difference, the penalty means that CB will never be an outstanding receiver.

Other positions you can consider playing at WR are TE and HB- anybody who trains their catching can handle it.
