I'm ready to take a sledge hammer to my laptop. I cannot get our passing game going. We have good pass protection. Our QB, on paper, looks great. Our WRs aren't studs (rated 36 on scouting bar), but shouldn't be this bad. How do I know if it is tactical or build problems. PLEASE HELP.

You're going to have to give us a little more. At the very least we need to know the QB's throwing, vision and confidence levels. The whole QB build would be better.
You seem to have more vanilla-incompletes than I would consider normal, though that may just have been the games I looked at. This suggests your QB is missing targets, though it's not completely impossible that your receivers aren't where they're supposed to be (vision).
