For example if I set Blitz% in basic page at 50%,in D AI my input use MLB#1 and blitz at 50%.What is real percentage for that MLB to blitz?

Is it 50%+50% = 100% blitz? or it's 50%+25% = 75% blitz?

It's 50%. Your basic d settings are only used if nothing in your advanced AI matches the situation.
