What about Inactivity time during the offseason? Do we HAVE to sign on to avoid "inactivity of 5 days and getting kicked off teams". If someone was inactive from day 39 and they don't sign on until day 2 of season 3... are they kicked off their team?

if you are on a CPU team, then yes. If it is a human team, PM the owner and tell him your going to be inactive for a couple days so he doesn't cut you.

You can pay for the construction now or you can wait til the off-season, doesn't really matter as long as you get the request in before season 3 starts.
