Like for offense, I know it's the average of offense + overall team / 2.

But lets say that average is 90. Does this mean -1% in all attributes on offense? Does 80 means -2% in all attributes? Or do we not know the effect?

Correct, -1% to all attributes for every 10 chem missing.
