Does it make sense to have the baseline for all attributes be 25 instead of 10?

It looks the average SP cost to hit the next cap is in the ball park of 20 SPs.
Starting at 25 would bring the first cap into this general range and might cut down on low level ridiculous plays like a dot running out of bounds because of low Agility for example.
