they only can move teams if you find a team willing to move out. we tried to move a team into pro for one of the many cpu filled teams, but support no longer enforces the rule that if you are in pro, you have to at least try to be competitive. the pro leagues are a disgrace these days. they should move the semi pro silver teams directly to pro. i'm not even sure you could fill 2 leagues with decent teams with the teams currently parked in pro. just look at the number of people left in each pro survivor and you can tell how ridiculously predictable pro has become.
