Would have to mostly effect Drop Back Passers because the RQB's have built in SA's and such for negating the penalty (On The Run).

That makes it sound like the problem is actually speed (small S), rather than Speed (capital S). By that, I mean the problem is how fast the QB happens to be moving in the moment they throw a pass, rather than a direct penalty based on the value of the QB's capital-S Speed Attribute. But of course, the higher a QB's capital-S Speed Attribute, the higher their possible small-s speed can be at any moment. Am I interpreting that correctly?

Yea, that's how I see it. I once asked Bort during one of his Q&A chats about the pass quality score and he confirmed that the pass quality score is being adjusted throughout the play. So you could have a pass that was borderline qualifying as a bad pass, but not enough so that it earned a bad pass message.

Funny you should mention that. He told me to have our QB, (not a scrambler archetype) to add some points to the SA.

The movement at the time of the pass is what downgrades the pass quality not the value of the speed attribute. Its one of the ways pressure affects pass quality by making the QB move. On the Run helps even though it's penalized in the passer archetypes. Also the tactics on the QB need to be set. Everything that improves pass quality helps. Pocket Presence & Route/play choices help. Even fast receivers help.

I always thought that but I could see where the >faster< the Qb moves, the higher the hit to the quality.
