for long term builds, don't even think about them until that season when you hit L61, after that think hard and do the math.

otherwise, helll yeah. they are what adds interest and flavor to the game. Juke, Power Thru, Monster Hit...

on top of that, they are the key ingredient that makes some builds function... like a speed pass rusher is worthless without 1st Step

not all are created equal though. some are worthless. Others are good, many are great, and a select few are literally game changers.

I'll even add in that if you take some certain SA's and incorporate your build design (skill #'s) to compliment those SA's, you can really get some special fun.
